JRP for Rohingya and host community with appeal for USD 852 million launched.

Foreign Secretary Ambassador Masud Bin Momen has reiterated Bangladesh’s commitment in finding a durable solution of the protracted Rohingya crisis. He made the statement at the launching ceremony of 2024 Joint Response Plan (JRP) for the Rohingyas, held in Geneva today. The Foreign Secretary emphasized that without materialization of the principle of equitable burden and responsibility sharing by broader international community, host country Bangladesh, UNHCR, IOM and WFP would not be able to provide humanitarian assistance and protect the Rohingyas. He urged the international community to increase their existing contributions and commit new pledges to reduce the ever-increasing funding gap for the Rohingyas. 

Foreign Secretary mentioned that despite having serious ramification on the economy, environment, security, and socio-political stability, Bangladesh has been hosting more than 1.1 million Rohingyas for last six years. He cautioned that the threat stemming from risk of radicalization and violent extremism among the Rohingyas may undermine regional stability.

Foreign Secretary said that alternative pathways could be the supplementary efforts to ease the burden of Bangladesh. He informed the international community that each year 30,000 newborn are being added in the Rohingya refugees in Bangladesh. He rejected any idea of Rohingya integration into Bangladesh and requested all humanitarian actors including UNHCR and IOM to facilitate the safe and voluntary return of Rohingyas to their homeland, Mynamar.

This year JRP has pledged an amount of USD 852 million for 1.35 Rohingyas and host communities through 195 projects. Repatriation of Rohingyas has been determined as the first strategic objective of the JRP 2024.

UN High Commissioner for Refugees, Mr. Filippo Grandi, mentioned that safe, voluntary and dignified return of the Rohingyas to Mynamar will be the sustainable solution of this crisis and urged international community to act in pursuit of it in his speech. Besides, he appreciated the approach of the Government of Bangladesh to take grant and loan from the World Bank’s IDA Credit for the well-being of the Rohingyas and affected host community. High Commissioner stressed that this initiative would supplement the JRP and could not be treated as substitute of the humanitarian response.

Director General (IOM), Ms. Amy Pope, expressed deep concern about the continuous funding gap for Rohingya Humanitarian Response Plan. She further told that Rohingya people have potential and appealed the international community to help foster the capability of the Rohingya community with ultimate goal of reintegrating them into the Myanmar society.

Principal Secretary Mr. Mohammad Tofazzel Hossain Miah made closing remarks at the JRP launching ceremony. He briefed the audience about the adverse impacts on the ecology and biodiversity of Cox’s Bazar due to prolonged stay of Rohingyas, in particular degradation of six thousand eight hundred acres of reserve forest. Effective climate action should be prioritized by the international community, he stressed. Taking loans for Rohingya could not be a viable option for Bangladesh, further mentioning that he referred to the Government of Bangladesh’s initiative to utilize the World Bank’s IDA Window for the forcibly displaced Rohingyas and the host communities. The Principal Secretary called upon the international partners to contribute to the cause of Rohingyas. He reflected that mitigation of the sufferings of the host community should be considered in the true spirit of burden sharing.

Co-sponsored by the UNHCR and IOM, the JRP for the Rohingya humanitarian crisis was attended by Ambassadors/Permanent Representatives of member states of the UN, representatives of NGO, INGOs, media, academician, and officials of UN bodies. Ambassadors of Australia, EU, Finland, Germany, Indonesia, Japan, Netherlands, Switzerland, Türkiye, and United Kingdom were present during the launching event. Appreciating Government of Bangladesh’s generosity in allowing over one million Rohingyas to take shelter in Bangladesh, many of them announced their voluntary contribution for this JRP. Some made commitments to ensure quality education, better healthcare and basic needs for the forcibly displaced Rohingyas. They also acknowledged that repatriation will be the key factor to resolve the Rohingya crisis and Myanmar must demonstrate profound political will to that end. The importance of the engagement of ASEAN and other regional stakeholders was underscored by many participants of the JRP.

পররাষ্ট্র সচিব মাসুদ বিন মোমেন রোহিঙ্গা সঙ্কটের টেকসই সমাধানে বাংলাদেশের প্রতিশ্রুতি পুনর্ব্যক্ত করেছেন। আজ জেনেভায় অনুষ্ঠিত রোহিঙ্গাদের  মানবিক সহায়তা  প্রদানের লক্ষ্যে ২০২৪ জয়েন্ট রেসপন্স প্লান (জেআরপি)-এর  উদ্বোধনী অনুষ্ঠানে তিনি এ কথা বলেন। পররাষ্ট্র সচিব বলেন,  নায্যতার ভিত্তিতে বৃহত্তর আন্তর্জাতিক সম্প্রদায় দায় ও দায়িত্ব গ্রহণ নীতি বাস্তবায়ন না করলে, শুধুমাত্র বাংলাদেশ, ইউএনএইচসিআর, আইওএম এবং ডব্লিউএফপি এর পক্ষে রোহিঙ্গাদের মানবিক সাহায্য কার্যক্রম চালানো এবং সুরক্ষা প্রদান করা সম্ভব হবে না। ক্রমবর্ধমান তহবিল সংকট কাটিয়ে ঊঠার জন্য আন্তর্জাতিক সম্প্রদায়কে রোহিঙ্গাদের জন্য তাদের প্রতিশ্রুত বিদ্যমান অনুদান আরো বৃদ্ধি করার আহ্বান জানান।

পররাষ্ট্র সচিব উল্লেখ করেন, বাংলাদেশের অর্থনীতি, পরিবেশ, নিরাপত্তা এবং সামাজিক-রাজনৈতিক স্থিতিশীলতার উপর এর গুরুতর প্রভাব থাকা সত্ত্বেও দেশটি গত ছয় বছর ধরে ১.১ মিলিয়নেরও বেশি রোহিঙ্গাদেরকে মানবিক সহায়তা প্রদান করে আসছে। বাংলদেশ এই মানবিক সহায়তা কার্যক্রমে সর্ববৃহৎ দাতা দেশ এবং ২০২২ সালেই ১.৬ বিলিয়ন মার্কিন ডলার ব্যয় করেছে।   পররাষ্ট্র সচিব মোমেন সতর্ক করে বলেন, রোহিঙ্গাদের মধ্যে মৌলবাদ ও সহিংস চরমপন্থার ঝুঁকি থেকে উ দ্ভূত হুমকি আঞ্চলিক স্থিতিশীলতাকে ক্ষতিগ্রস্ত করতে পারে।

পররাষ্ট্র সচিব বলেন, রোহিংগা সমস্যা সমাধানে বাংলাদেশের চাপ কমাতে বিকল্প পথ অনুসন্ধানে তিনি আন্তর্জাতিক সম্প্রদায়কে অনুরোধ জানান। তিনি আরো জানান, রোহিঙ্গা শরণার্থী শিবিরে প্রতি বছর ৩০ হাজার নবজাতক যুক্ত হচ্ছে। জনাব মাসুদ রোহিঙ্গাদের বাংলাদেশের জনগণের সঙ্গে একীভূত করার সম্ভাবনা নাকচ করে, রোহিঙ্গাদের নিজ দেশে প্রত্যাবর্তনের বিষয়ে  ব্যবস্থা গ্রহণে ইউএনএইচসিআর এবং আইওএমসহ সমস্ত মানবিক প্রতিষ্ঠানকে অনুরোধ করেন।

এই বছর JRP (জেআরপি)-তে ১৯৫টি প্রকল্পের মাধ্যমে ১.৩৫ মিলিয়ন রোহিংগা ও আশ্রয়দানকারী স্থানীয় জনগোষ্ঠীকে মানবিক সহায়তা প্রদানের জন্য ৮৫২ মিলিয়ন মার্কিন ডলারের তহবিল চাওয়া হয়েছে। রোহিঙ্গা প্রত্যাবাসনকে JRP 2024-এর প্রথম কৌশলগত উদ্দেশ্য হিসেবে নির্ধারণ করা হয়েছে।

জাতিসংঘের শরণার্থী বিষয়ক হাইকমিশনার, জনাব ফিলিপ্পো গ্র্যান্ডি উল্লেখ করেছেন যে মিয়ানমারে রোহিঙ্গাদের নিরাপদ, স্বেচ্ছায় এবং মর্যাদাপূ র্ণ প্রত্যাবর্তনই হবে এই সংকটের টেকসই  সমাধান। তিনি তাঁর বক্তৃতায় আন্তর্জাতিক সম্প্রদায়কে এ বিষয়ে কার্যকর ভূমিকা রাখার আহ্বান জানান। এছাড়াও, তিনি রোহিঙ্গা ও নিজ দেশের ক্ষতিগ্রস্থ জনগণের কল্যাণ নিশ্চিতে বিশ্বব্যাংকের আইডিএ ক্রেডিট তহবিল হতে অনুদান ও ঋণ গ্রহণে বাংলাদেশ সরকারের উদ্যোগের প্রশংসা করেন। হাই কমিশনার আরো বলেন, সরকারের এই উদ্যোগ Joint Response Plan এর সম্পূরক তহবিল স্ফীত করবে এবংতবে তা মানবিক সহায়তা প্রদানে প্রদত্ত প্রতিশ্রুতির প্রতিকল্প হিসাবে বিবেচনা করা যাবে না।

আইওএম (IOM) মহাপরিচালক মিজ এমি পোপ, তাঁর বক্তব্যে মানবিক সহায়তা তহবিলের ক্রমবর্ধমান তহবিল ঘাটতির বিষয়ে তাঁর উদ্বেগের কথা জানান। তিনি আরও বলেন যে, রোহিঙ্গা জনগণের মধ্যে অনেক ইতিবাচক সম্ভাবনা রয়েছে। মিয়ানমারে নিজ ভূমিতে তাদের চূড়ান্ত প্রত্যাবাসন নিশ্চিতে এই জনগোষ্ঠীর সক্ষমতা বৃদ্ধির লক্ষ্যে কাজ করার জন্য  আন্তর্জাতিক সম্প্রদায়ের প্রতি আহবান জানান।

উক্ত অনুষ্ঠানের সমাপনী বক্তব্যে মূখ্য সচিব জনাব মোহাম্মদ তোফাজ্জেল হোসেন মিয়াও কক্সবাজারের বাস্তুসংস্থান ও জীব-বৈচিত্র্যের উপরে বিরূপ প্রভাব সম্পর্কে উপস্থিত প্রতিনিধিগণের দৃষ্টি আকর্ষণ করেন, তিনি বিশেষ করে উল্লেখ করেন যে, রোহিংগাদের আশ্রয়স্থল কক্সবাজারেই ছয় হাজার হেক্টর সংরক্ষিত বনভূমির অস্তিত্ব এখন বিলুপ্তির মুখে। জলবায়ু পরিবর্তনের বিরূপ প্রভাব মোকাবেলায় তিনি আন্তর্জাতিক সম্প্রদায়কে অধিকতর গুরুত্ব আরোপ করতে বলেন।। রোহিংগাদের সহায়তা কার্যক্রমে ঋণ নয় বরং বাংলাদেশ সরকারের বিশ্বব্যাংক-এর আইডা প্রকল্পের মাধ্যমে রোহিংগা ও আশ্রয়দানকারী স্থানীয় জনগোষ্ঠীর জন্য ঋণ সহায়তা নেয়ার বিষয়টি আলোকাত করেন। মুখ্য সচিব স্বাগতিক দেশের দুর্ভোগ প্রশমনে এই সংকট সমাধানে বোঝা ও দায়িত্ব ভাগাভাগি করে নিতে উদাত্ত আহবান জানান।  

ইউএনএইচসিআর এবং আইওএম এর যৌথ আয়োজনে রোহিঙ্গাদের  মানবিক সহায়তা  প্রদানের লক্ষ্যে ২০২৪ জয়েন্ট রেসপন্স প্লান-এর  উদ্বোধনী অনুষ্ঠানে অস্ট্রেলিয়া, ইইউ, ফিনল্যান্ড, জার্মানি, ইন্দোনেশিয়া, জপান, নেদারল্যান্ডস, সুইজারল্যান্ড, তরস্ক এবং যুক্তরাজ্যের রাষ্ট্রদূত সহ জাতিসংঘে নিযুক্ত বিভিন্ন দেশের স্থায়ী প্রতিনিধি ও রাষ্ট্রদূত, কূটনীতিক, এনজিও প্রতিনিধি, জাতিসংঘের উর্ধতন কর্মকর্তা, মিডিয়া ও সুধীজন উপস্থিত ছিলেন। দশ লাখেরও বেশি রোহিঙ্গাকে বাংলাদেশে  আশ্রয় দেওয়ার জন্য বাংলাদেশ সরকারের উদারতার প্রশংসা করে অনেকেই এই জেআরপি তহবিলে অনুদানের প্রতিশ্রুতি দিয়েছেন। বক্তাগণ জোরপূর্বক বাস্তুচ্যুত রোহিঙ্গাদের জন্য মানসম্মত শিক্ষা, উন্নত স্বাস্থ্যসেবা এবং মৌলিক চাহিদা নিশ্চিত করার প্রতিশ্রুতি ব্যক্ত করেছেন। নিজ দেশে প্রত্যাবাসনের মাধ্যমেই শুধুমাত্র রোহিঙ্গা সংকটের সমাধান হতে পারে বলে উপস্থিত সবাই একমত পোষণ করেন এবং মিয়ানমার সরকারের উপর কার্যকর চাপ প্রয়োগের লক্ষ্যে অনুষ্ঠানে অংশগ্রহণকারী ASEAN দেশসমূহের প্রতিনিধিদলকে অনুরোধ জানান।
